EGRC 8.6.x: Access Synchronization/ETL Failes with "Global User Config = EMAIL_AND_USER_NAME is incorrect or missing. ETL cannot proceed." Error (Doc ID 2006045.1)

Symptoms

On : 8.6.5 version, Access Synchronization

In Oracle Application Access Controls Governor (AACG), models and controls define conflicts among duties that can be assigned in a company’s applications, and identify users who have access to those conflicting duties.
AACG can also implement “preventive analysis” — it can evaluate controls as duties are assigned to users of the company’s applications, preventing them from gaining risky access.

When attempting to run any Access Synchronization/ETL, following error occurs.

oracle.apps.grc.dataservices.etl.ETLException:
Global User Config = EMAIL_AND_USER_NAME is incorrect or missing. ETL cannot proceed.


STEPS

The issue can be reproduced at will with the following steps:
1. Login in Application.
2. Select Datasource and Run Access Synchronization/ETL.
3. Monitor the Job under Manage Jobs.
