HIERMRCH Form Displays Irrelevant Error Message While a Batch Is Running (Doc ID 2006849.1)

Actual Behavior
The access to users is disabled on the Merchandise Hierarchy Main Form Window [hiermrch] while a batch is running. However when a user violates this and tries to access the hiermrch form while batch is running, the error displayed is not relevant.

Here is the error message that is being displayed:  
"1- FRM: 47307-cannot get the properties of the tree root node.
2- Insufficient user privileges to perform this action.
3- Insufficient privileges. This could be caused by either you are missing a select privilege or your role has not been set up properly. Contact your database administrator for more detail"

Expected Behavior
Expect the form to throw a warning message such as "This form cannot be accessed while the batch process is running"

Steps to Reproduce
The issue can be reproduced with the following steps:

2. While the batch is still running attempt to access the hiermrch form.

3. Notice the error messages.
