It is not possible to use the same provider as provider and location in the same claim line
In order to use a provider who is different from the location in the claim line the 'Provider type' needs to be inserted into the Back Office parameter 'Provider'.
If that is being done it is not possible to successfully process another claim line in which the same provider is being used for both the location and the provider in the claim line. This will generate the error: F-DVW0249:The provider (8529) must be a participant in the location (8529) for the entire period (22-04-2015 Thru 22-04-2015).
In Mexico both situations need to be possible. A provider can do his job from his own location and inside a hospital. It is not possible to use multiple provider codes for the provider's own location and the provider himself, because the Mexican way coding the providers does not support this.

The issue has the following business impact:
