Load To CAD Fails To Download Required Structure Member (Doc ID 2008558.1)

Symptoms

Actual Behavior
Load to CAD fails to download required structure member.
When executing the Load To CAD operation on assembly, a required structure member is not included in the Load Preview and not downloaded in the CAD tool.
The result is that the assembly loads in an incomplete fashion.

Expected Behavior
Load to CAD to download all the required structure member

Steps
The issue can be reproduced at will with the following steps:
1. Create a new CAD part file with name "DES-50SV0000.[part-ending]". Save the file to the local workspace.
2. Create a new CAD part file with name "DES-50T70000.[part-ending]". Save the file to the local workspace.
3. Create a new assembly file (file name does not matter). Add the two part files created in steps 1 and 2 to the assembly. Save the file to the local workspace.
4. While the assembly file is still open in the CAD system, open the Save Preview window.
5. Assign a Design number to the assembly's Design object. The actual number does not matter.
6. Double click the CAD object DES-50SV0000. The side panel opens. When testing Solid Edge: In the Details pane, add the Design number "DES-50SV0000.PAR" and press save.
When testing another CAD system:  In the Details pane, add the Design number "DES-50SV0000.PAR.[part-ending]" and press save.
7. Double click the CAD object DES-50T70000. The side panel opens. When testing Solid Edge: In the Details pane, add the Design number "DES-50T70000.PAR" and press save.
When testing another CAD system: In the Details pane, add the Design number "DES-50T70000.PAR.[part-ending]" and press save.
8. Click Continue in the Save Preview window to start the save process.
9. Navigate to the assembly in the Web Client and check the structure (Structure tab).
10. Click Load to CAD for the assembly's Design object.
11. Check the Structure displayed in the Load Preview window.
