Symptoms

When a PSR is created with 2 specific rules - (PROVISIONING PLAN = BB - Modify Order (MO) OR PROVISIONING PLAN = CLEC BB Modify Order (MO)) AND (PRODUCT = PIN Change Required OR PRODUCT = NSP Change) and (PROVISIONING PLAN = BB - Add Order (OR) OR PROVISIONING PLAN = BB - Modify Order (MO)) AND (PRODUCT = No PINs Available OR PRODUCT = Max Subs Exceeded)

The task created to perform this action doesnt get added before PCONDES, and is shown without any dependency.
