Unable to Download/Upload Attachments from File Manager Error:"Preferred fileserver is down. Please contact the system administrator."

Information in this document applies to any platform.
Users can not download/upload file attachments from a File Manager and
the following error occurs.
The preferred fileserver is down. Please contact the system administrator.
1. Log into web client
2. Select object to add file attachment
3. Add file attachment under the attachments tab
File Manager starts successfully
File Manager and application server are NOT installed on the same server
The File Manager Configuration page can be accessed from the File Manager server:
Launch any browser on the File Manager server and enter:
Sign In with your My Oracle Support account
