What is the use of CASE_WORKLIST.WL_TYPE? (Doc ID 2008940.1)

Goal

We're trying to open a case using Worklist --> Open, but it did not appear.
Upon looking, found that CASE_WORKLIST.WL_TYPE = 1 for the case we're trying to open.
If we update it manually to "2", it does show up.
What does "1" mean?
What does "2" mean?
