Symptoms

On :  7.5.0.10.0 version, Rating

Product1 was having priority 0 and monthly cycle forward event.
Product2 was having priority 100 and also monthly cycle forward event.

ACTUAL BEHAVIOR  
-----------------------
During billing, product1 was rated before product2.

EXPECTED BEHAVIOR
-----------------------
Product2 with high priority should be rated before product1.
