Measure Values are Cleared Out During Reclassification of Subclasses to Different Local Domain (Doc ID 2009350.1)

Symptoms

Reclassification of subclasses to a different local domain results in the measure values not being mapped to the new domain for the SKUs under the subclasses. For example, reclass of subclasses from local domain A to local domain B using the steps below results in measure values being cleared out for those SKUs under the subclasses.

Steps to Reproduce:
1. Take any measure and load some data in the local domain (Example: local domain A and measure "pos").  Make sure to have the data in the SKU position.
2. Take an input file prod.dat to load the data by moving the above SKU position to any of the other subdomains (Example:  local domain B and measure "pos").
3. Create an XML file for exclude measures list under the primary domain, in our scenario, we called it "exclude.xml", and put the measures inside of it.   Here you can add any measures to exclude for data moving other than one we loaded the data above.
4. Run the loadHier with flag "-excludeMeasList" . For example: 


Expected behaviour:  The measure "pos" should retain the value for the above SKU position under the new subdomain. 
Actual behaviour: The measure's data "pos" was cleared out for the SKU position under the new subdomain.
