Allow ETS Importer To Activate And Optionally Make Default The Loaded Terminology Version (Doc ID 2009523.1)

The current terminology importer leaves the imported terminology in the quarantined state.
Since there is no longer a UI for ETS, the only way to activate a terminology is to write additional code using the ETS API.

An additional feature is needed to be added to the ETS importer that can activate a terminology and also make it the default terminology after it has been successfully imported.

These should be two independent features:
- It should be possible to make a terminology active, but not default,
- However, it should not be possible to make a terminology default if it is not set to active.

It is expected that both the SQL ETS job scripts as well as the hdrmt_ets_*.sh and hdr_ets_*.sh scripts will support this feature.
