ASAP Hangs With Nothing Logged in SARM or SRP or NEP Diagnostic Files

Close_wait connections were noticed in the upstream system and no ACK was sent to the upstream system.
No ACK were sent to the upstream systems and we noticed the close_wait connections with the upstream system ports.
There is no provisioning and it was almost 3 hrs that we did not have provisioning. There are almost 10000 transactions pending in the queue.
