Unable to Open a File With a Space in Filename Via Internet Explorer(IE) (Doc ID 2010389.1)

Symptoms

Actual Behavior
Unable to open a file with a space in the filename via Internet Explorer(IE)

Expected Behavior
Able to open a file with a space in the filename using IE

Steps
1. Login to Web Client using IE
2. Select the file which contains a space in filename (e.g. 'issue in prod.png') and click Open
3. Nothing happens

Error
catalina.out shows the following error:

What Is Working
Using Firefox, 'Open' works.
Using IE, not 'Open', but 'Get' and 'View' work fine.
When removing the space from filename, 'Open' works in IE, too.
