Issue when Running the Batch Job "CI_COPBI" on the CCB Demo DB

Goal
When trying to compare billing algorithms by running "CI_COPBI" Batch Job, the Job completes without any error but it process "0" records and because of that there is nothing in the "Difference Query" for that Batch Job.
Reviewed the DB Process "CI_COPBI" but as soon as one opens its Rule it shows some error in the dialog. The system is not able to load the Rule for that DB Process.
Comparing the same DB Process in the CC&B 2.2 Demo environment found few changes which cannot be found in CC&B 2.4.0.2.0.
