Partial Commit of Transactions When Application Crashes During A Supplement Cancel Order

Description of the Problem:

Application does a partial commit of transactions when it gets terminated while canceling the child PSR Order.  Users were reporting issues where the supplement history records were absent for supp cancelled orders. This happened on orders where the app crashed during the supp cancel process.

This is an intermittent issue and we were unable to recreate the issue in our support environment. We recreated the issue by removing the LAN cable while processing the cancel. When doing this, we were able to see the problem of partial commit quite frequently.
The order gets supplement cancelled properly but the supplement history does not get created. This partial commit of the process causes issues further in the order when completing our tasks.
We would like the partial commit issue to be addressed so the either the order.

Replicate Steps:

1. Open any child 'PSR' order in service request page.
2. Right click and select supplement and choose supplement type as "CANCEL" and click OK.
3. We have removed the LAN cable while circuit cancellation is in In-Progress .
4. Received Error Number 2

5. Supplement History and/or notes were note updated however, the 'PSR' order  shows as canceled

After that application will close and again if we open the order which we canceled, it will show order as canceled but there won't be any entry in Supp History tab.
