PROBLEM STATEMENT
¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯
Customer is informing MSS is in certain instances generating several Circuit Issue Numbers and changing existing ones.

STEPS
¯¯¯¯¯¯
1. Search in Connection Design for affected circuits
2. Verify that there are over a dozen circuit issues, of which the last 11 issues are bear the same userID and date stamp of 2013-08-26 10:22:06.

BUSINESS IMPACT
¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯
The information is becoming less and less clean, and it is taking longer for our Circuit Engineers and Provisioning folks to know which issue they should really be on.
Generally taking a manual review by a Circuit Engineer, and once identifying from the 'real/current' issue, a manual 'save as' to get that issue rolled up to the top.

The issue is impacting field maintenance work - in that we have had scheduled outages to work jobs that then become delayed because the technicians
can't figure out which issue they are supposed to be on, and thus causing another scheduled outage during maintenance windows (1-5 AM).
