Rerating Does Not Reapply Monthly Cycle Fees On Closed Account

Symptoms
On : 7.5.0.6.0 version, Rerating/Rebilling
When only the subscription is terminated and the account is left open, rerating should re-apply the cycle fee and prorate it according to the pricing configuration the same way.
STEPS
-----------------------
Create a plan with MCF (Monthly Cycle Forward) event.
1. On Jan 1st, create the subscription account. BIP (Bill In Progress): $20
2. On Feb 1st, run billing. BIP: $40
3. On Feb 15th, cancel the deal. BIP: -$10 , Total: $30
4. On Feb 15th, terminate the subscription by change its status to closed. BIP: -$10 , Total: $30
5. On Feb 15th, Run rerating. pin_rerate -t 02/01/2024 -a <account poid>
ACTUAL BEHAVIOR
----------------------
The CF event with $10 got reduced from total amount and got added to the adjustments incorrectly while rerating.
i.e. BIP: $0 , Total: $20, Adjustments/payments not applied: $20
EXPECTED BEHAVIOR
--------------------------
CF event with $10 should not be reduced from the total amount while rerating.
i.e. BIP: $0 , Total: $30, Adjustments/payments not applied: $10
