During the Java initialization phase while loading applets within a browser, there is built in logic which decides if a cached index file should be updated or not.  Due to a product defect, the cached index file is always being updated even when it is not required, causing a long delay while initializing an applet which contains many .JAR libraries. 

While Using Java 7 (JRE 1.7.0_75 through 1.7.0_80) or Java 8 (JRE 1.8.0_31 through 1.8.0_45), you will experience a long delay during Java initialization loading applets within P6 web (Projects/EPS page, Activities page, User Access page, Dictionaries page, Resource pages, Portfolio Pages, Reports page) which can result in perceived performance degradation.
