'Could Not Connect to the Information Domain Database' Running F2T Load (Doc ID 2015807.1)

Symptoms

In Oracle Financial Services Analytical Applications (OFSAA), you get errors when trying to execute a File Extract (F2T) in a Batch.  The following error appears in Operations > Batch Monitor > Event Log:

10959 [7922] Data file used for loading is /<ftpshare>/STAGE/<Data Source>/20150401/products1.csv INFORM 2015-04-01 17:36:44
10960 [7560] Could not connect to the Information Domain database FATAL 2015-04-01 17:36:44
10961 [7651] Could not disable the primary key for the table STG_PRODUCTS_TL_INTF INFORM 2015-04-01 17:36:44
 

The following error appears in the DS log in $FIC_DB_HOME/log/dmas:

FAILED: log_on()
CI18NProvider::CI18NProvider, Error, unable to connect to the config database


As a result, the F2T fails to load data from the file into the table.
