Central Office User Cannot get Attached To District Which Has More Than 10 Digit (Doc ID 2016508.1)

Symptoms

Central office user cannot be attached to district that has more than 10 digit id. 

Steps to reproduce:

1. Create a new user.
2 Attach to a district with more than 10 digit ex: 4000000000012
3 Unexpected error show as following :
