Event Description Is Empty In Customer Center Event Browser For Accounts In Collections (Doc ID 2016525.1)

On : 7.5.0.10.0 version, Customer Center

ISSUE DESCRIPTION:
---------------------------
When Customer Center Event Browser is opened for accounts in collections, Event Description for some events are appearing as empty. These events are generated with sys_descr as NULL.

The following events are appearing as empty:
• /event/schedule/modify
• /event/activity/collections/promise_to_pay

ACTUAL BEHAVIOR :
------------------------
For accounts in collections, the Event Description is empty in Customer Center Event Browser.

EXPECTED BEHAVIOR:
--------------------------
For accounts in collections, the Event Description should not be empty in Customer Center Event Browser.

STEPS TO REPRODUCE:
----------------------------
The issue can be reproduced with the following below steps:
1)  Create an account
2)  Apply some charges
3)  Move pin virtual time (PVT)  to next Billing Day Of Month (BDOM) and Bill the account
4)  Run pin_collections_process on due date
     Account enters collections.
5)  Insert P2P via collections center.
     Now the P2P actions get inserted and all collections actions are rescheduled.
6)  Open Event Browser for that account in Customer Center
     Events corresponding to /event/schedule/modify and /event/activity/collections/promise_to_pay have empty Event Description.
