Rate Table Import Fails with Java Exception "Fail to convert to internal representation"

On Oracle Communications Network Charging and Control (NCC) version 5.0.2, a problem exists when attempting to import a rate table using the Charging Control Services (CCS) Rate Table import feature, the following Java exception may be thrown:

java.sql.SQLException: Fail to convert to internal representation

    at com.eservglobal.ccs.rateTable.ImportRateTable.<init>(ImportRateTable.java:172)
    at com.eservglobal.ccs.RateTablesPanel$1.actionPerformed(RateTablesPanel.java:129)
    at javax.swing.AbstractButton.fireActionPerformed(Unknown Source)


This results in the data failing to import.
