Symptoms

Actual Behavior
Fails to Index Attachment with DRG-11613 in Full Text Search (FTS)

Expected Behavior
Enable to Index Attachment successfully in Full Text Search (FTS)

Error
DRG-11613: URL store: connection refused to host specified by http://<file_mgr_host>:<port>/Filemgr/DownloadServlet?token={AES:128%...&vault=&fileID={AES:128%...

Steps
1. Log into Java Client
   Admin > System Settings -> Full Text Search
   Set Indexing to Manual
2. Log into Web Client and upload the attachment
3. Log into Java Client
   Admin > System Settings -> Full Text Search
   Click 'Index Attachment Now' icon
4. Log into Web Client and execute full text search, but the expected object is not found
5. DRG-11613 error is detected in CTX_USER_INDEX_ERRORS
