Demantra Login gives the error: "There are system errors. Please contact your System Administrator" (Doc ID 2018374.1)

Symptoms in  Test

Run installer
Version_details_history show the following:
12.2.4 117 0 10/29/2014 9:59:11 PM
12.2.4 1 UPGRADED FROM 10/29/2014 11:10:53 PM
12.2.4 117 0 5/18/2015 11:24:55 PM

  In a newly installed  instance, we are experiencing an inability to
 access Demantra Collaborator Workbench. 

The following steps have been taken:
  1- Installed the Demantra Instance
  2- Verified that Collaborator was able and could connect to the delivered  Worksheets
  3.  Verified that Business Modeler  was able to  connect
  3- Loaded the Demantra staging tables with the Items, Locations and Sales from EBS Vision instance
  4- Verify again that we could access the worksheet with added data
  5- Bounced the Web Service
  6- Immediately revived the error "There are system errors. Please contact  your System Administrator" and can not access the instance.
  7- Error in db_exception_log
5/25/2015 16:09 API_CREATE_ORA_DEM_USER URL "http://localhost:8080/demantra//NotificationServlet?NotificationType=2&UAK=1A157BE4DB4686EFAC44B09BF79C75B5F5A7943A&userID=544&operation=update" returned error:
-29273 : ORA-29273: HTTP request failed
ORA-06512: at "SYS.UTL_HTTP", line 1819
ORA-12541: TNS:no listener


  05/27/2015   23:15:00   API_CREATE_ORA_DEM_USER   Cannot send a system notification : SysAdmin user has not been setup
