Rate Plan Change After Subscription Transfer Is Transferring /item Associated With FROM Account (Doc ID 2018483.1)

Symptoms

On : 7.5.0.6.0 version, Subscription Management

Rate Plan Change after Subscription Transfer is transferring /item associated with FROM Account.

ACTUAL BEHAVIOR
The /item/st_occ item which was for one time purchased product in middle of the cycle before subscription transfer including the early cancellation fee gets transferred to the TO account during the rate plan change.
 
EXPECTED BEHAVIOR
The /item/st_occ which was for one time purchase product before subscription transfer should stay with FROM account, it should never be transferred to TO account.

STEPS
The business requirement has a scenario to purchase a one time fee product at subscription level and transfer that subscription to another account.
For example -
1. Have an existing account with a subscription having Rate plan and add-ons associated with it.
2. Purchase a one time charge product and (Optional) override price of the product in middle of the cycle.
3. Transfer the Subscription associated with existing account to a new account in middle of the cycle.
    All the balances and items are staying with FROM and TO account as expected.
4. Perform a Rate Plan change on transferred subscription on TO account.
