Clicking the Heading Link of Title Block Page Does Not Jump to the Correct Position Using Firefox/Chrome (Doc ID 2019014.1)

Symptoms

Actual Behavior
Clicking the heading link of Title Block page does not jump to the correct position using Firefox/Chrome.
It jumps to the higher position than expected.

Expected Behavior
Clicking the heading link of Title Block page jumps to the correct position using Firefox/Chrome

Steps
1. Login to Java Client
2. Create the subclass and define multiple heading attributes and text attributes:

3. Login to Web Client using Firefox/Chrome and create a part with PartA subclass
4. Click Page2Heading02 link on Title Block page
  -> jump to the higher position than 'Page2Heading02'
   Click Page2Heading03 link on Title Block page
  -> jump to the higher position than 'Page2Heading03'

What Is Working
Using Internet Explorer(IE), clicking the heading link jumps to the correct position.
Using Firefox/Chrome, after changing to Edit mode (click Edit button on Title Block page), clicking the heading link of Title Block page jumps to the correct position
