Rerating Does Not Complete Due To Non Existent Sub-balances

Several rerating jobs on active accounts that did not complete (job_rerate_t.status = 4).
This is causing the balances of the accounts for which rerating did not complete to be incorrect and as a result, rating of new usage are incorrect and in some cases service interruption is happening for the subscribers.
