Got DB Connection Error "Io exception:Connect identifier was empty" and "java.lang.StringIndexOutOfBoundsException" During ASAP Installation Process (Doc ID 2019253.1)

Symptoms

During the installation of ASAP, an error occurs after providing DB authentication information to connect to the database

Cannot login to database.
Error:Io exception:Connect identifier was empty

The ASAP installer also throws the following exception:
