Error: 'Failed to get lock: cluster' Or 'Fail to acquire checkin lock' On the Unifier Login Page After Restarting Unifier

Information in this document applies to any platform.
After restarting the Unifier application server(s) for any reason including routine maintenance, server crashes, upgrades/patches, etc., the following error(s) is seen on the Unifier login page and users cannot login:
Possible errors seen on the login page:
- Connecting to Unifier database... (with exception)
- Failed to get lock: cluster
- Fail to acquire checkin lock. (with exception)
In some cases, the following error is seen in the Weblogic startup window:
Exception in thread "Unifier Startup" java.lang.RuntimeException: java.lang.RuntimeException: Failed to get lock: cluster
