Getting Failed to get lock: cluster When Starting Unifier (Doc ID 2019465.1)

Symptoms

ERROR
-----------------------
In the startup log: Exception in thread "Unifier Startup" java.lang.RuntimeException: java.lang.RuntimeException: Failed to get lock: cluster
On the Unifier login page: Connecting to Unifier database... (with exception)

STEPS
-----------------------
The issue can be reproduced when table sys_server_info contains a lock cluster with the following steps:
1.Start Unifier

BUSINESS IMPACT
-----------------------
Due to this issue, Unifier cannot be started.

Changes

 The Unifier app server suffered an unplanned restart
