Error: 'Failed to get lock: cluster' Or 'Fail to acquire checkin lock' On the Unifier Login Page After Restarting Unifier (Doc ID 2019465.1)

Symptoms

After restarting the Unifier application server(s) for any reason including routine maintenance, server crashes, upgrades/patches, etc., the following error(s) is seen on the Unifier login page and users cannot login:

In some cases, the following error is seen in the Weblogic startup window:

Exception in thread "Unifier Startup" java.lang.RuntimeException: java.lang.RuntimeException: Failed to get lock: cluster
