PRIMARY_MANU_CTRY_IND Not Updated From N to Y in ITEM_SUPP_MANU_COUNTRY Table After Processing XISCMfrMod Message (Doc ID 2019740.1)

Symptoms

When an XISCMfrMod message is processed in RMS the PRIMARY_MANU_CTRY_IND does not change from N to Y in ITEM_SUPP_MANU_COUNTRY table.

Steps to Reproduce:
----------------------------
1. Subscribe an XISCMfrCre message to create a new manufacturing country for an item at a certain supplier and note that a record is created for the new manufacturing country in ITEM_SUPP_MANU_COUNTRY table.
2. Subscribe an XISCMfrMod message to change the PRIMARY_MANU_CTRY_IND for the record created in step 1 from N to Y and note that the indicator remains as N.
