Switch Sheet State Transition - Email Fails And the User Sees a "failed to send email" Message (Doc ID 2020075.1)

When a system operator moves a planned switch sheet to a different status,  an email is supposed to be sent to a list of people that are following the switching plan.  When the operator then immediately moves the switch sheet to "scheduled" the email fails and the user sees a "failed to send email" message.

Looking in the managed server log, there are several ERROR messages listed:
