Switch Sheet State Transition - Email Fails And the User Sees a "failed to send email" Message

When a system operator moves a planned switch sheet to a different status, an email is supposed to be sent to a list of people that are following the switching plan. When the operator then immediately moves the switch sheet to "scheduled" the email fails and the user sees a "failed to send email" message.
Looking in the managed server log, there are several ERROR messages listed:

java.lang.Exception: HTTP transport error: java.net.UnknownHostException: publisher.domain.com: node name or service name not known
