FTP 184.108.40.206 Process Fails Immediately on Solaris

After installing Oracle Financial Services Funds Transfer Pricing (FTP) 22.214.171.124 on Solaris, when you run an FTP Process, it fails immediately and no log file is created in $FIC_DB_HOME/log/FusionApps.
When you check the nohup.out file in $FIC_DB_HOME/bin that contains the messages output by the agentstartup.sh script, you see the following error for the FTP Process:

Unable to get database details from ofsextsms, so exiting
Allocations execute successfully. Only the FTP processes get this error.
The same error occurs if the user executes the ofstp executable directly on the server.
This issue prevents you from executing all FTP Processes.
