Mail Delayed Because Dispatcher Is Not Running and Being Restarted Constantly (Doc ID 2020208.1)

Symptoms

Inbound mail delivery is being delayed because dispatcher is being restarted constantly and often refuses to restart.

Manually restarting dispatcher allows mail to be delivered again for a few minutes, but then it stops again.

The default log shows:

 

Changes

A recent, relatively unrelated, configuration change required doing imsimta cnbuild, for the first time in several months.
