Symptoms
Inbound mail delivery is being delayed because dispatcher is being restarted constantly and often refuses to restart.
Manually restarting dispatcher allows mail to be delivered again for a few minutes, but then it stops again.
The default log shows:

A recent, relatively unrelated, configuration change required doing imsimta cnbuild, for the first time in several months.
