Symptoms
On : 7.5.0.10.0 version,
ACTUAL BEHAVIOR

On cancelling a negative discount, balance impacts are getting dropped.
EXPECTED BEHAVIOR
-----------------------
Balance Impacts generated by discount object should not be dropped even if its impact type is PIN_IMPACT_TYPE_RATED.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1 Purchase negative discount, applies charge instead of a credit, on cycle forward event
2 Move virtual time to next bill cycle
3 Run billing
4 Cancel the discount at any point of time in the current cycle
