Symptoms

On : 12.1.3 version,

ACTUAL BEHAVIOR
---------------
The Standard Delay established between two operations (steps) is not resulting in a difference between the Sugg Start Date and Sugg Due Date whereas it is seen when a batch is created

EXPECTED BEHAVIOR
-----------------------
The standard delay to be reflected in a difference between the Sugg Start Date and Sugg Due Date for the planned order

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up a recipe with the a route that has a standard delay
2. Run the ASCP Unconstrained Plan
3. check the result in the ASCP Planner Workbench

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot plan correctly
