Java Client Does Not Show Has Quality Issues Indicator When QCR Is Attached (Doc ID 2022758.1)

Web Client shows gray dot in the "Has Quality Issues" indicator for the affected items of ECO.
However, on Java Client, same ECO does not have "Has Quality Issues" icon set to the same affected item.
This issue occurs when item has Quality Change Request (QCR) attached. For Product Service Request (PSR) the "Has Quality" icon is displayed on Java Client.

Web Client and Java Client will show same results for "Has Quality Issues" indicator for each item on the affected items of ECO.

The issue can be reproduced at will with the following steps:
1. Login to Web Client and go to ECO : ECO1
2. Move to Affected Items tab and add item : Part1
3. Go to Item : Part1
4. Actions > Create new Quality Change Request  
    Create QCR
5. Move to ECO:ECO1 and go to Affected Items tab

6. Login to Java Client and go to ECO : ECO1
7. Go to Affected Items tab

  Item Number  | Has Quality
  Part1              | (null)
