When A Payment Is Done At A Parent Account, There Is No Balance Update To ECE On The Non-paying Subordinate Account (Doc ID 2022992.1)

On : ECE 11.2.0.5.0 version, Balance Management

ACTUAL BEHAVIOR
---------------
Here in a hierarchy we have Billing Account (Parent without any service) and Service Account (Non Paying child with services)
All the usage happens at Service Account.

When a payment is done on parent account, there is no balance update in ECE for the subordinate account although the balance is updated in BRM.

EXPECTED BEHAVIOR
-----------------------
The child account balance should be updated in ECE cache.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

- Create Parent Account
- Create Non-paying Child Account
- Generate usages
- Generate Bill at the end of billing cycle
- Make payment against Parent Account.
