BRM Events Are Rejected By ECE As "REJECTED_AS_STALE" Because Same POID Revision Is Published (Doc ID 2023402.1)

Symptoms

BRM events are rejected by ECE as "REJECTED_AS_STALE" whenever the same POID revision ID is published .

Scenario:

Products are purchased using PURCHASE_DEAL opcode in BRM.
Later sub-balance validities are extended (according to custom validity rules) using PCM_OP_BAL_CHANGE_VALIDITY opcode.
See that ModifySubBalValidity, ModifyBalEvent events are generated by BRM, but rejected by ECE.
