Unable To Update Order Data For Failed Orders After PONR Reaches (Doc ID 2024619.1)

Goal

 OSM 7.2.4.1.5

We have a requirement that after PONR , if Cancel order comes and through Failed Event we are sending PONR reached message to external system.
This outbound message is sent to queue from this Failed Order Event xquery.

Client want's to see this outbound message on dashboard.
We tried to update the failed order using direct XML API(from browser), to see if we can update the data.
 
When trying to update the order element on a order, which failed during life cycle policy validation.
During stateChange(FAILED) event automation, the order template is still empty.  Hence the order key expression is also empty.  The log message complained that “com.mslv.oms.handler.OrderKeyNotFoundException: No key found for order 2030”.
