Why, for Custom Rules, After Overriding the HQ Error, Are the Errored Records Re-inserted into SA_ERROR?

Why, for the custom rules created when the Auditor tries to perform HQ/Store Override and perform Total/Audit, the errors are not cleared out from the SA_ERROR table?
After clicking the Total/Audit button after performing the store and HQ override, the error keeps reappearing. This does not allow the store to be closed from front end.
Steps to Reproduce:
- Action > Sales Audit > Store Close/Audit.
- Verify that:
Store Status - Worksheet
Data Status - Partially Loaded
Audit Status - Store Errors Pending
- Select Options -> Manually Update Data Status -> Set Fully Loaded.
- Go to Error List.
- Beside the HQ errors, check the HQ override checkbox. Then press OK.
- Click on Total/Audit.
