Inline Jumper Model Edits Failing to Create inline_jumper Object

Inline jumper model edits are failing to create the inline_jumper object, causing de-energization downstream and not creating a switchable object.
The two conductors are being created, the map is being modified showing the object in the Viewer - however, the object does not appear in the NETWORK_COMPONENTS database table.
Steps to recreate:
1. Log in and take authority
2. Launch a Viewer and load a map
3. Select a conductor and start the Control Tool
4. Click Model Edits... and then select In-line jumper
