Retry Count Stops Before Meeting the Max Count

In Oracle Retail Integration Bus (RIB), the retry count stops before meeting the max count. While messages fail in hospital, the attempt count does not meet the max count. The 5th count becomes true in "IN_QUEUE" column and the messages reside in logs as xml files.
Attempt count stops at 4th count. Once the message becomes xml message in logs directory, users are not able to process new messages. It fails repeatedly and resides at log directory and in the hospital, and the count is not getting updated.
