ACTUAL BEHAVIOR

When attempting to start the OPPM services, they stay on 'starting' but never goes to the 'started' mode.

EXPECTED BEHAVIOR
-----------------------
OPPM services should get to the 'started' mode within a few seconds.

STEPS

The issue can´t be reproduced at will.
