Symptoms

ACTUAL BEHAVIOR
---------------
When updating Performance Report data via the user interface, it corrupts the records.

EXPECTED BEHAVIOR
-----------------------
• When the API loads the data, the ROW_SEQUENCE should be generated based upon the order of the rows in the staging table.
   o This performs correctly – no issue

• When the expression processes the data, it should process in the ROW_SEQUENCE order ascending.
   o Please confirm this is the behavior, as it appears that the system does indeed behave this way.

• When the user updates the data via the user interface, the ROW_SEQUENCE must not be updated.
   o This is an issue

• When the user views the data on the performance report it must display sorted by ROW_SEQUENCE by default.
   o This is an issue
