Why Does the RMS POS Extract (batch_orpos_extract) Always Default the "SerializedItem" Tag Value to False?

In Oracle Retail Merchandising System (RMS) 13.0.x, the SerializedItem tag in the ItemExport_.xml file always defaults to 'False' for all the items.  Oracle Retail Point of Service (ORPOS) requires this flag to be 'True' for items in Consignment/Concession departments.  If this flag is set to True, then when the barcode is scanned at the POS terminal, the system will prompt for the serial number to be keyed in for consignment/concession items so that they can capture the actual barcode.

The SQL program "orpositemsdnld.sql" that creates the Item Export XML always defaults the "SerializedItem" tag value to False.   Currently users are unable to find any screen/table in RMS that provides facility to modify this detail.  But if available, the RMS POS Extract batch could check for this flag value while populating the "SerializedItem" tag in the Item Export XML file.
