Missing Permissions Error - You Are Not Allowed to Invite User@Domain When Inviting on Behalf of Another User (Doc ID 2032701.1)

We are seeing an issue with Calendar Server when inviting some people on other people's calendars (on behalf of another user).
When a secretary creates an event and wants to invite some people on her boss' calendar, she is getting a webmail error popup.

The error popup reads:

   Missing Permissions
 You are not allowed to invite <user@domain>

The permissions appear to be correct - the secretary has manage and scheduling access to the boss' calendar.
When the boss wants to invite someone on his own calendar, it works fine.
