Goal

There isn't a minor patch or configuration change to enable MS TLS 1.2 support.  TLS 1.2 is a new feature, so even if a new NSS version was slotted in manually, a MS upgrade is needed to get the MS option to enable TLS 1.2.  

MS 7.0.5.31.0 and later and MS 8 bundles a newer NSS library and provides the configuration setting tlsv12enable to enable TLS 1.2 in NSS.  The MS configuration setting is tlsv12enable to enable TLS 1.2 in NSS.
