Attempting to Define Date Filter on Switching List Generates Error and Renders Session Unusable (Doc ID 2034137.1)

Symptoms

When attempting to define date filter on Switching List, it generates an error and renders the session unusable

Attempting to define a filter on the date/time field of the Switching List generates an error "Invalid filter - "07/15/15 10:00 AM" is not a valid value".
After that, every action generates an error and the user session becomes unusable. The user must log out of the application and log back into the application in order to resume work.

The issue can be reproduced at will with the following steps:

  1.  Bring up the Switching List
  2.  Attempt to define a filter using the date/time field entering 07/15/15 10:00 AM
  3.  Note the error that occurs "Invalid filter - "07/15/15 10:00 AM" is not a valid value".
  4.  Notice that the client log starts to cycle through a oms.jbot.JBotException: ProcessFilterDialogCommand.properties exception.
