AFTER applying R12.FWK.B.DELTA.4 - patch 18936791

PROBLEM
-------------
MSC EXE will not relink and fail.
They are running SUSE 11 SP2 OS.

1. Per Note 1492763.1 we checked for the /etc/issue file having right info

2. Per note 761566.1 - we verified they have all the right files installed and other setups per the note
