Unconstrained or Classic Constrained Or Constrained With/Without Detailed Scheduling Does Not Respect Intransit Lead Time In Weekly And Period Buckets (Doc ID 2036180.1)

On : 12.2.4 version, Memory Based Planner

Users are on 12.2.4 and have applied VCP patching. They run an EDD Plan Constrained Without Detailed Scheduling and it does not appear to respect intransit lead time. There is 2 day intransit which is picked up by the plan as it's shown in the workbench. However the dates of the planned orders for supply do not show the intransit being taken into account as Sugg Ship Date is equal to Sugg Dock Date

Update 21-DEC-2016:  This issue can occur in the following plan types

A. Unconstrained
B. Classic Constrained
C. Constrained Without Detailed Scheduling
D. Constrained With Detailed Scheduling

Expect intransit to be taken into account between organizations on the planned orders

The issue can be reproduced at will with the following steps:
1. Run EDD Constrained without detailed scheduling plan
2. Review Planned Orders between organizations
3. Intransit is not being taken into account
