Error 'Unable to locate INI File "pm.ini" ' When Attempting to Launch P6 Professional (Doc ID 2038534.1)

When attempting to launch P6, the following error occurs.

Unable to locate INI file "C:\Program Files\Oracle\Primavera P6\P6 Professional\PM.ini". Please make sure a copy of your INI file is in the application directory or in your Windows directory before continuing.


The issue can be reproduced at will with the following steps:
1. Launch P6.
2. Observe the reported error.
